City councilmen plan a 1 103 241 49 general fund budget for 1955 56 a record high outlay. The budget incorporates most funds except three statutory cash funds and will exceed last year’s expenditures by about 200 000. Last fiscal year ended June 30 with total spending of 1 033 144 78.
Scattered showers dumped heavy rain across the county with Lawton area totals peaking near 1.25 inches at the Constitution Press building and medicine park area receiving about half an inch. Meers and Meers region saw half to three quarters of an inch while Chattanooga reported 1.6 inches with heavier totals west and south of town. Rodeo postponed as moisture delays continue with more thundershowers forecast and Lawton’s lake level about 12½ feet below the spillway.
Second shots of Salk polio vaccine will be given Wednesday through Thursday to Comanche Tillman and Jackson county first and second graders. Lawton students will receive follow up shots Thursday 1 to 4 p.m. at the junior high cafeteria. Dr. Charles Miller urged parental consent saying the shot is safe and backed by health authorities.
Grady County vigilantes press for a special prosecutor as legal moves unfold to bar County Attorney Wilson Smithen from a grand jury inquiry. Justice of the Peace Calvin Strother and Sheriff Hack Perrin are cited as events unfold before the Wednesday jury convenes and a probe into Smithen's office is considered. The state crime bureau finds no liquor syndicate evidence, while the vigilantes denounce the Citizens Committee and question public confidence in law enforcement.
Charles Boyle of Optimist International will address about 200 Optimist civic club members at a luncheon in the Hotel Lawtonian. The two day district seven board convention opened Saturday with 56 Optimist clubs from Oklahoma, Arkansas, Louisiana and Texas represented.
A Floydada Texas nine year old Tillman Poteet died during a Lake Texoma family reunion when he wandered into Burns Run beach and drowned in ten feet of water. He was the son of Mr. and Mrs. Curtis Poteet of Floydada.
Mutinous inmates at the Wyoming prison seized a new cell block, holding three guards as hostages and threatening harm if tear gas is used again. Warden Deane Miller and acting governor Everett T. Copenhaver met with rioters, who numbered about 75 of 275 inmates, as talks continued with a third meeting planned for the evening.

Longview Texas July 16 A plumber named Tommy Daniels received a call from a frantic woman reporting her child flushed their cat down the toilet. The boy reportedly held the tail of the feline to prevent it from disappearing. The caller could not be identified.
Vienna reports Communist Hungary has temporarily released Cardinal Mindszenty from prison and housed him in a church building. The 63 year old prelate, jailed since 1949 on treason charges, was freed due to age and failing health as Hungary’s justice ministry halted his imprisonment.
Lawton hosts Meteor Day on Monday to mark the Frisco Lines streamlined train from Oklahoma City to St. Louis. Luncheon and open house run 11:15 a.m. to 1 p.m. with free ice cream for the first 1000 children. R J Stone of Frisco will speak. Emmett Keough and Mayor Ellsworth greet.
In Geneva on July 16 AP reports President Eisenhower arrived for the Big Four summit with optimism that talks will move toward a more tranquil world. He recalled his wartime mission and spoke of America’s goodwill as the key to peace, arriving with Mrs. Eisenhower and Maj. John Eisenhower and greeted by Swiss President Petitpierre.
At a NATO council meeting in Paris on July 16 the United States Britain and France won broad support from the alliance for pressing Russia to accept a unified Germany within Western terms. Dulles Macmillan and Pinay outlined plans as ministers from 12 NATO nations agreed that Germany's future remains the top peace issue and that any unification must keep Germany in the Atlantic Alliance.
Lt. Jefferson D. Erwin a 37 year old Blanchard soldier who testified at Maj. Am brose Nugent Fort Sill court martial will face an Army court martial on charges of aiding the enemy. The Nugent case ended with acquittal. Details expected on page 4.
Casablanca under martial law saw French troops fire on demonstrators in the native quarter. Five Moroccans were killed and 19 injured, part of a toll now at 33 dead and 96 injured from rioting since Thursday night. US officers denied orders to move personnel, while 2,000 to 3,000 Americans lived in Casablanca, including 500 servicemember families.
Trooper A J Bud Williamson, suspended since March 21 over an alleged improper accident report, was reinstated to active duty in the Lawton district after a three member board of review found no evidence to uphold the charges. Williamson, a 13 year veteran, attended the district meeting at Hotel Lawtonian following the public hearing in Oklahoma City.
Lawton faces a final ruling on water pipeline reimbursements as a Denver appeal and Oklahoma Supreme Court actions unfold. City counsel forecast decisions by year end after judges ruled earlier against the city in a Wichita Finance case totaling about $82,000.
