Ford Urges Congress to Reshape Federal Highway Funding
President Ford asks Congress to cut the highway trust fund size and fund interstate completion and maintenance from it while funding other highways from general revenues. The plan shifts two cents of the four cent gas tax to general revenues, with one cent to the states, and one cent to state transportation uses. It also consolidates about 30 grant programs into four, expects highway trust funds to total about 3.3 billion in 1977, and reallocates 2 billion to the general fund. The proposal faces broad debate as Ford prepares a 1976 campaign kickoff and tours Illinois and Michigan.
