Pentagon Papers Reveal LBJ Sought to Delay North Vietnam Attack

The Pentagon study shows Johnson rejected premature attacks on the North in 1964 and focused on building a political and military base in the South. It notes rapid troop buildup followed from faulty planning, with Rostow and Bundy urging different tactics and McNamara estimating more troops might be needed. The Times and AP tie the material to 1964–66 and discuss the legal implications of publishing the documents including prosecutions under the Espionage Act.
