Rights Plan Not Enough for Negro Civil Rights Demands
The NAACP, at its 7th annual convention in Chicago, called Kennedy’s civil rights program inadequate and urged broad new legislation. Delegates plan a mass rights convention in Washington next month inviting the President and congressional leaders to state their positions. They warn that filibuster cloture could be seen as a vote against civil rights and demand creation of a fair employment practices commission, expanded attorney general powers to sue for civil rights, and sanctions against discriminatory labor unions. Roy Wilkins named Senator Barry Goldwater in a keynote address.
