National Standards Aimed at Curbing Water Pollution Take Effect
On the eve of national rules to curb water pollution the Potomac River odor reached EPA headquarters in Washington and the District of Columbia faced missing the deadline. The EPA estimated about 100 communities and 600 major plants plus numerous small industries would be out of compliance. Enforcement director Brian Molloy said fines or lawsuits were possible, though the agency would keep many violators uncertain to spur voluntary compliance.
