Guard and Reserve Mobilization Rules Eased in Surge Plan
Hundreds of thousands of National Guard and Reserve members face involuntary recall under a policy change tied to the Baghdad surge. Defense Secretary Gates rescinded the 24 month cumulative mobilization cap, but set a 12 month per tour limit while adding stop loss and pay adjustments. Army National Guard leaders note most soldiers expect a long war, and officials stress readiness training and unit cohesion to minimize repeated deployments.
