Pakistan military shakeup removes navy chief and eight admirals
President Zulfikar Ali Bhutto announced a major purge of Pakistan's armed forces, retiring the navy commander in chief and eight other admirals amid postwar turmoil. Vice Admiral Muzaffar Hasan was replaced by Commodore Hafiz Ahmad. The shakeup follows a defeat in the India Pakistan war and hits top officers connected to key sectors of the economy. In India, West Bengal said nine million East Bengali refugees will begin returning to East Pakistan and to Bangladesh within two months, with food and funds to aid their trek.

Postal rates eyed as council relaxes price controls
The Living Cost Council exempted postal rates from price controls but told the U S Postal Service to justify any rate increases and noted a 23.9 percent hike in third class mail rates under review. It also kept pay limits for state local government workers, including teachers, under the Pay Board while lifting controls on most state and local fees. Donald Rumsfeld said the rules aim to discipline costs but warned the five and a half week old post freee system may not yet reach President Nixon s inflation goal. He insisted the service will justify rate changes without assuming future inflation and must reflect productivity and service needs. See POSTAL RATES, Page 4, Col.
