Apparent Venezuela leader predicts oil price rise and policy shift
Venezuela’s apparent president elect Carlos Andres Perez says oil prices will rise and Latin American trade barriers should fall. He urges U S tariff reductions and foreign capital for development while pledging control over oil policy and expansion of national interests. Perez notes Orinoco belt reserves exceed 700 billion barrels and calls for earlier expiry of major concessions. He views U S relations as a priority and predicts continued electoral lead amid final tallies.

Skygazers aboard ship fail to spot Kohoutek on Atlantic cruise
On the Queen Elizabeth 2 a 2 day cruise to nowhere ended with weary skywatchers failing to glimpse the comet Kohoutek amid cloudy dawn skies. Aboard were 1693 passengers paying 130 to 295 dollars each, with Cunard Lines pulling some 300000 dollars in ticket revenue. Notable passengers included Isaac Asimov, Lubos Kohoutek, and Dowling College instructors as autograph seekers and TV crews trailed the Czech astronomer seeking attention amidst seasick starts and brisk winds.

Crop Prospects Rise as Soviet Forecasts Grow
Moscow reports the Soviet Union plans record grain output this year with forecasts exceeding 20 million tons by the State Planning Committee chief Nikolai Baibakov. Brezhnev had predicted over 215 million tons earlier. A drought trimmed last year’s crop to 168 million. Baibakov outlined 1974 plans for 6.8 percent industrial growth and stronger consumer goods focus. Overall output in the first 11 months of 1973 rose 7.4 percent.
