Civil Rights Bill Proposes Expanded Enforcement and Jury Changes
The proposal would bar jury trials in civil contempt in voting rights cases and authorize civil contempt actions to enforce court orders. It calls for a six member bipartisan commission with presidential nomination and Senate confirmation, a two year study of civil rights issues, and subpoena power. A new civil rights division in the Justice Department would be created, and a repeal of a Reconstruction era law allows troops to enforce civil rights orders.
