North Korea Regret Message Lacks Acknowledgment of Killings

State Department spokesman John Ordway said the message did not admit responsibility for the murders and warned against propaganda. The episode followed a Panmunjom tree-cutting incident and heightened U S alert with more air and naval power in the region.
