Treaty Worries Libby and Strauss on Nuclear Test Ban
Washington AP two former Atomic Energy Commission members Lewis L. Strauss and Dr. Willard F. Libby voiced misgivings about the limited nuclear test ban treaty at Senate hearings. Libby, a California professor, expressed reluctant acceptance while Strauss urged two reservations: no surprise use of nuclear weapons to aid allies and free peaceful use of nuclear power for construction. Libby questioned the impact on peaceful explosion research and noted interest in observing effects of a 100 megaton test, saying he would likely favor the treaty but needs more assurances before voting.
