The Commerce Department reports July housing at a 1.238 million annual rate, up 14 percent from June but 6 percent below a year ago. HUD Secretary Hills calls the trend encouraging while analysts warn the year will still be small, contingent on HUD’s promised 35,000 low income units and subsidies.
