Kennedy Tax Cuts Plan Moves Ahead Despite Doubt
The House Ways & Means Committee approved a Kennedy tax cut proposal by 19 to 4, aiming for a 20 percent average income tax reduction effective January 1, 1965, costing the Treasury about 9 to 9.5 billion in revenue and totaling 10.6 billion in net relief for individuals and corporations. Treasury forecasts project a 100+ billion dollar next fiscal year with a balanced path by 1967, and dividends tax adjustments may shift to a first 100 dollar exemption.
