Oklahoma City Lawmaker Challenges Governor Reorganization Plan
Rep. Kenneth Nance challenged Gov. David Boren’s plan to reorganize state government, asking the attorney general to rule on constitutionality. The act creates a Special Commission on Reorganization with the governor as chairman and allows executive orders if not rejected by either house. The commission includes eight legislators and six Boren appointees. Nance argues the constitution reserves lawmaking to the legislature and the plan attempts to bypass it.
