Memo Warns Some U.S. Nuclear Facilities Face Breach Risk
An internal NRC memo by safeguards chief Carl H. Builder warns that some or many licensed facilities may not withstand an attack by as few as three intruders. It calls urgent fixes to inadequate protections even before defining adequate safeguards. The memo addresses environmental impact questions on recycled plutonium reactor fuel and was entered at a House subcommittee hearing on Kerr-McGee’s plant security.
