Massive Arms Buildup A Message From Nixon
In Saigon officials frame the large US air and naval buildup in Indochina as a signal to Hanoi that North Vietnam cannot win a military victory. Sources say Washington will not use ground forces, though contingency plans exist and a Marine landing team is ready offshore. Total US troop strength is to drop to 69,000 by month’s end, even as naval and air components expand.
