Washington United Press reports House Judiciary subcommittee members will reject Eisenhower's proposal giving the cabinet a voice in replacing a disabled president. Atty. Gen. Brownell backed the president, while Emanuel Celler favored another method. The panel will reconvene in about two weeks to consider alternatives such as a vice president full responsibility or a cabinet court commission. Brownell cited atomic age hazards and urged constitutional amendment. The plan would allow the president to declare incapacity. if he cannot, the vice president and cabinet could act.
