German forces rush elite troops by air to break Stalingrad as Russian defenses hold atop rubble filled streets. Soviet dispatches say 30,000 Germans press from within the city while countermeasures in Leningrad and other fronts shape a wider allied strategy amid harsh winter weather.
Washington, Sept. 28. Maj. Gen. Lewis B. Hershey, selective service chief, urged the House Agriculture Committee to consider freezing essential farm workers to their jobs by choosing between agricultural production or military service to ease a growing farm labor shortage. He floated classifying agriculture into essential and non essential production and discussed with Agriculture Secretary Wickard. He said this could be decided by policy makers if warranted.
Wendell L. Willkie heads to China for conferences with Generalissimo Chiang Kai-shek in Nanking. Chiang, shortening his northwest tour, prepares to welcome Willkie on his arrival from Russia for the talks.

Washington Sept 28 Administration leaders rejected a compromise from farm state senators on higher farm prices in the anti inflation bill. Senator Brown said the administration would allow the Thomas Hatch plan to come to a vote and seek an administration substitute. Hatch said the administration’s stance shows farmers must produce at less than cost, while Reed urged approval of the compromise to avoid White House Congress quarrel.
