Rita's effects ripple into Kansas as evacuees seek shelter
Officials in Lawrence planned for Rita evacuees this month at Robinson Gymnasium, but the state said no shelter is needed. Local leaders expect the plan to aid post storm response if called, while fuel expert Kyle McNorton notes Galveston refineries could influence prices but unlikely to trigger shortages. Grain traders say farm movement should largely continue, though western Kansas wheat might face rail delays if Galveston shipments are disrupted.

Lawrence hurricane relief adapts as adopted family stays Gulf region
The Ursula and Dr. Markey family will remain in the Gulf region to continue aid through their nonprofit center serving disabled parents and children, prompting Lawrence organizers to redirect nearly 16000 dollars to aid multiple hurricane affected families. Red Cross officials report about two dozen people are staying with relatives in Lawrence while awaiting longer term needs, and officials pledged funds would not support unrelated projects. Mayor Boog Highberger praised the community's broad support and noted the recovery will take months with families seeking ongoing help.

Evacuation Rush as Storm Weakens From Cat 5 to Cat 4
As a Gulf storm weakened to category four it threatened Port Arthur and Lake Charles, not Houston, amid warnings of 15 to 20 foot surges and up to 15 inches of rain. Evacuees clogged highways north of Houston while officials moved fuel supplies and opened eight northbound lanes on I 45 to speed departures. Katrina death toll in Louisiana rose to 832, with 1,069 total along the Gulf Coast as workers were removed from New Orleans streets.
