Kansas remains among states with rising uninsured rates as Census data show 12 5 percent lacking coverage in 2006 07.
At an August AIDS conference in Mexico City experts praised the United States for reversing a 15 year ban on HIV positive entrants. Yet two months after Bush signed the law, HHS has not issued the new rule or opened public comment. Senators Kerry and Smith urged quick action. House Democrats led by Barbara Lee and Henry Waxman demanded swift implementation. HHS notes the rule is being revised and will be completed within this administration.
