Plan for new health building stalls after high cost
After two years and 139000 paid to Gould Evans Associates, Lawrence city and county officials and three health boards have yet to settle on a plan for a new health building. The proposal under review would pay another 65000 for more design work and four plan options. Two options renovate an LMH wing and two propose a new Maine Street building across from LMH. Total cost would exceed 200000 with only preliminary drawings to show for it.

Yugoslav peace plan mirrors KU professor's 4 point proposal
Svetozar Stojanovic, EU visiting professor at KU, previously advised Yugoslav leader Dobrica Cosic and helped shape a four point peace plan nearly identical to the current U S backed accord. His blueprint calls for dividing Bosnia Herzegovina 49 to 51 percent, UN safe zones, and a three nation confederation, with Milosevic pressured to join the peace effort. He notes sanctions rather than NATO pressure advanced talks and warns Muslims and Croats cannot defeat Serbs with bombing aid.
