Tropical Storm Ophelia forecast to hit Florida coast
About 120 miles of Florida's Atlantic coast lay under a tropical storm warning as a new system offshore could strengthen into Ophelia and bring up to 15 inches of rain. The NHC warned of winds above 39 mph by Wednesday morning with 5 to 10 inches likely, some areas up to 15. Emergency officials in St. Lucie and Indian River counties monitored the low as Nate and Maria circulated offshore. In a separate memo, the Justice Department argued state and local police may enforce federal immigration laws, a stance lauded by the ACLU as sweeping and unprecedented.

Feingold Emerges as Early Antiwar Hope for 2008
Wisconsin Democrat Russ Feingold could become the Democrats' antiwar standard bearer in 2008 by urging a timetable to withdraw U S troops from Iraq. He argues an end date would let leaders focus on global terror threats and sets himself apart from other front runners. He was also the sole senator to oppose the USA Patriot Act after September 11.
