Vice President Al Gore and a Vatican diplomat failed to resolve disputes on abortion and family planning tied to a 20 year agreement to curb world population growth. The Vatican condemned parts of the U.N. draft while stating it cannot support provisions on abortion or confidential adolescent sexual health care, as talks continue with most of the plan already agreed.
Law enforcement chased a shirtless man near Wedgewood and a mobile home park after a reported sighting in east Lawrence. A caller claiming to be Chad Beers offered surrender near Clinton Lake at 6 p.m. but never appeared. Beers, sentenced to 14 years for kidnapping and theft, remains at large despite extensive searches.

Lawrence Housing Authority shows 130 Edgewood Homes units, 120 senior units at Babcock Place, and 94 scattered sites. As of July, 167 families qualify for public housing and 312 for Section 8, which is closed with a two year wait. Rent for qualified families is 30 percent of gross income.
