Allied leaders outline immediate occupation roles for Tokyo and southern Japan with General MacArthur coordinating disarmament, rebuilding, and administration. Eight Army forces, including Eighth and Sixth, prepare to secure Honshu Shikoku Kyushu while signposts and English labels aid control.
General Leng Hsin in Nanking said the formal surrender of all Japanese troops in China would likely occur within a week. He noted plans for disarmament and division of the capital into districts for the process. About 78,000 Japanese soldiers and 7,800 civilians remain in Nanking with 7,500 puppet troops.
Fines of 25 dollars and costs were paid yesterday by Wilbur L. Everett for a traffic violation and Merle Humphries for intoxication. Three traffic complaints were filed against Dale Redmond for passing, Y. W. Pilcher for driving without a valid license, and B. F. Hammel for an overloaded truck.

Madrid reports Spain will pull its troops from the Tangier international zone by Britain and France request. Most of about 2000 troops have already departed leaving a skeleton staff. Spain may defend its 1940 seizure and protest Russian role in Tangier administration. Provisional regime to follow 1928 convention with Spain, France, Britain and new inclusion of the United States and Russia.
Topeka reported that between 26 million and 30 million dollars in state highway contracts will be awarded before year end. Plans include four lane US 75 from Topeka to the Nebraska line, a parallel southern four lane to Lyndon, a Reedy road extension to Topeka, and extensive paving of US 50 north. Fair will present a breakdown of projects to Gov. Schoeppel in coming days.
94 applicants, 60 men and 34 women, sought unemployment compensation or jobs at the U S Employment Service office yesterday. 26 men and 29 women were referred to positions. Harry S Barnard said the office lists 355 job openings, 275 for men and 80 for women. Two clerks, Jack Tucker and Doris Markley, were appointed to aid unemployment compensation applicants. St Johns visits the office three times weekly.
Topeka reports August 1945 income tax receipts from individuals up 1,621 over August 1944 while corporate taxes fell 18,616. Overall receipts show a decline from August 1944, with gains in sales and compensating tax, cereal malt beverage taxes, cigarette taxes rising to 192,802, and motor fuel taxes reaching 690,615.
The stock market index for 60 stocks stands at 67.6 after yesterday's reading of 67.5. Investors monitor small shifts as market activity remains steady in trading sessions.
Fire Chief Paul Ingels urged care with dry grass and trash fires after multiple grass blazes in Lawrence and surrounding countryside. Prairie fires near Midland burned hundreds of acres, with minimal property loss besides a hay stack and several sheds. firefighters contained outbreaks by dawn.
A series of seven fires in fields along U S highway No 40 west of Kansas City Wyandotte county were reported early today. Deputy sheriff E I Adams said they appeared incendiary threatening farm buildings and large hayfields pastures and destroying ornamental shrubbery worth about 500 dollars.
Indian units from the First Punjabi regiment landed at the Singapore main wharf to begin occupation of the former British stronghold. The Fifth Indian division followed, marching past freed Allied prisoners as smoke rose from the Port Dickson oil tank farm and damaged harbor structures suggested prior air raids. The reoccupation includes the Johore causeway, starting ahead of schedule.
President Truman recommended cutbacks totaling 3.5 billion dollars in civil war agency appropriations. The plan calls for 2.755 billion in war related reductions for 1946 and 794.6 million in reductions of contract authorizations across 28 agencies. He said more reductions will follow and that this excludes war and navy department peace efforts. White House said hearings will proceed under House Appropriations Chairman Cannon.

Allied prisoner counts rise as ships evacuate detainees to Rescue for return to the United States.
President Truman named Donald S. Russell of Spartanburg South Carolina and William Benton of Southport Connecticut as assistant secretaries of state. He also sent to the senate the nomination of Benjamin V. Cohen as counsellor of the state department. Russell replaces Dean Achegon and Benton succeeds Archibald MacLeish.
The Dorsey Liberty post of the American Legion will hold its regular meeting tomorrow night at 8. Howard Moore, newly elected commander, presides for the first time and urges attendance to elect a new finance officer. Ogden S. Jones will discuss the GI Bill of Rights and delegates from the state convention will report. Jim Holyfield's string trio will provide music.
Officials from six counties around Sunflower Ordinance Works plan a September 18 Olathe meeting to kick off a program promoting peacetime use of the plant. Attendees will include county commissioners mayors and chamber leaders with Kansas Industrial Commission support to attract private industries.
W W Burnett died at his Los Angeles home Monday evening from a heart attack at age 83. Services set for Friday at Forest Lawn Glendale. He served 30 years as Santa Fe passenger agent in Lawrence retiring December 31, 1938. Survived by wife Mrs Burnett and three children Theodore Erick and Doris. He was the last of four Burnett brothers linked with the Santa Fe railroad.
A large crowd gathered yesterday afternoon to see the Cole Brothers Combined Circus in Lawrence. The show started about an hour late due to late arrival, but the audience praised all acts especially the 12 horses in the center ring and eight in each side ring performing riderless drills with perfect form before the troupe left for Manhattan, Kansas around 3 30 this morning.
Thelma L. Dyer of Baldwin arrived Monday aboard the Marine Raven in New York City, traveling from the European theater of operations per an Associated Press message.
