Hard Bargaining On British Attempt Japan Partner Role

Washington defense officials expect patient bargaining before Japan accepts the military role the United States seeks as a major Pacific defender. Shigemitsu proposed expanding Japan’s home defense force to 200,000 by 1958, while the American counterproposal calls for 350,000 ground troops and 1,300 aircraft by 1964. The core issue: Japan to shift beyond home defense and share policing duties in Asia. In New York, Britain seeks to calm Russian fears over disarmament inspections, insisting the control organ will be limited and not a spying apparatus. The Russians remain cautious about proposed joint inspection protocols and atomic-site exclusions.
