Portamouth September 1 Japan refused to halt hostilities until a peace treaty is signed. Russian plenipotentiaries met with Harun Komura and Takahira, seeking an armistice. Japan insisted that an armistice require the treaty’s signing and that the agreement will take effect immediately upon completion.
NO DIFFERENCES NoW Portsmouth Sept 1 It is now expected that the peace treaty will be completed tomorrow night or will then be cabled to Tokio and St Petersburg and by Tuesday or Wednesday next at the latest Witte and Komura expect to receive authority to affix their signatures The conditions of the armistice except for minor details will be arranged by the plenipotentiaries here Technically the formal cessation of hostilities to be arranged today will be an armistice in as much as it is temporary pending final exchange of ratifications If the treaty is not completed the banquet program will include speech by officials and a list of guests. 300 guests will attend the banquet featuring speakers including former officials and notable figures.
Paria Sept 1 The French reply to the German note on Morotey was delivered to Prince Hadoulin the German ambassador today. The situation is described as most amicable and it remains only to fix the date and place for the international conference. Blowout for Bryan.

At Greenville fair J F Baldwin a Spanish American War aeronaut, died when six sticks of dynamite exploded in his balloon at 1500 feet. A crowd of about 25 000 witnessed the catastrophe as Baldwin descended in pieces to the ground. He was 61 and from Somersetville, Illinois, and had long toured fairs with balloon exhibitions. His wife and two children were present. The accident halted the show and left spectators in shock. Meanwhile New York reports that Equitable Life Assurance will pay 1 550 82 principal and interest, following public disclosures urged by President Paul Morton to clear misimpressions about Chauncey M. Depew.
