U S troops in Vietnam enter gray condition alert for weekend to deter attacks during Thieu inauguration. Military officials cite possible terror and rocket strikes, with movement restricted to essential work through Monday.
U S envoy Porter said Vietnamization remains an effective barrier against a communist push in South Vietnam. The absence of top negotiators Xuan Thuy and Binh continued as low ranking substitutes led talks. South Vietnam announced the release of nearly 3000 Viet Cong prisoners to mark Thieu's second term.
A three judge federal panel refused to halt the governments plan to detonate a five megaton device underground on Amchitka Island Alaska. The court sent the case to a higher court where environmental groups may seek a new order while President Nixon had signaled approval.
Washington AP reports President Nixon will visit mainland China sometime after January 1 1972 with the date to be announced next month. Kissinger says timing remains on schedule and advance work has laid groundwork for the trip.
Gov. Robert Docking announces a conservative 1973 budget after reviewing agency requests totaling 1,094.5 million dollars. He warns that an approved increase would tax Kansans, vows cuts and prioritization led by Budget Director James Bibb during early hearings.
A six to eight month old white boy was found in a convertible off West Seventh in Lawrence, left in a car for over three hours. Temperature ranged 49 to 52 degrees, baby wrapped in a single blanket. Police placed him in a foster home, mother later contacted Juvenile Court.
U S District Judge George Templar in Topeka ruled against a temporary injunction in a Kansas wage freeze case affecting teachers. He deferred final rulings on a declaratory judgment and permanent injunction until defendants may administratively correct inequities, involving the Kansas National Education Association and teachers from Topeka Great Bend and Inman.
Kansas traffic fatalities for the latest 24 hour period show deaths totaling four up to 9 a.m. Thursday. October’s count stands at 48 for the month and 567 for the year 1971, compared with 622 in the same 1970 period.
Gov. Robert Docking said he invited the Atomic Energy Commission to Kansas to discuss the Lyons project and potential national nuclear waste storage in salt beds. He urged a face to face meeting with AEC Chairman James Schlesinger and cited safety questions and alternative sites as reasons for seeking clarity.
