Large districts lean on local option budgets for education
Kansas lawmakers hear that larger districts rely on local option budgets to keep pupil teacher ratios manageable and fund advanced instructional programs. Deputy Education Commissioner Dale Dennis notes 149 of 304 districts (49 percent) use LOBs raising up to 25 percent above state funding. top LOBs exceed 20 mills. The plan to end the statewide 35 mill tax would reignite wide levy variation and likely court action, per Dennis.
