On day 58 of the siege, Soviet forces reported unbroken lines around Stalingrad as German counterattacks faced heavy resistance and bad weather. Red Army reinforcements crossed the Volga to bolster defenses while central Caucasus operations yielded gains against German positions.
Cooler breezes moved into Topeka as forecast called for colder weather but no frost. Forecaster D Flora said near normal temperatures were likely with farmers hoping for lingering drying conditions to aid late harvest. A fire started from a gas line stove and damaged a trailer at 1530 Barker Avenue where H. B. Louvre and family lived. The incident occurred yesterday afternoon with only minor damage reported.
Augusta Maine October 21 William R Pattangall age 77 former chief justice of the Maine supreme court died today at his home in Augusta Met. He had served as chief justice and was a respected jurist in Maine's legal history.
War Manpower Director Paul V. McNutt told the senate committee a national service bill would be presented to President Roosevelt within two weeks. He outlined three options to tackle the manpower problem including compulsory employment and transfer controls. The Army said they would release 4,000 miners to ease critical material shortages but saw no need for broader furloughs.
American medium bombers joined allied raids on airfields and ships in North Africa. Eleven enemy planes were downed while British reports say 12 American planes were lost. Allies claimed direct hits on planes revetments and desert targets and reported no American losses. Torpedo planes hit a tanker and two ships near Lampedusa Italy. Malta raids reduced in scale.

Washington October 21 UPI Senator Lee seeks a bone dry amendment banning liquor from army camps as part of draft age reduction legislation. Senator Smathers denounces the measure as anti democratic and pro prohibition using wartime as cover. Lee aims for a roll call with one fifth of present senators willing to support.

Admiral William H. Standley, U S ambassador to Russia, told President Roosevelt in his first report after Moscow that he sees no doubt Russians will continue the war to its finish. He spoke to reporters after delivering the report.
