Lawrence police will issue municipal court citations to all persons involved in car wrecks from 3 to 11 pm aligning with a policy change announced by Capt Merle McClure. The shift places decision making on the municipal judge rather than officers and aims to reduce crash investigations.
City commissioners heard a proposal by Leslie Blevins Sr. for a five acre mini bike track within a 35 acre riverfront park and weighed costs noise liability and supervision. The plan drew opposition from Sierra Club official George Coggins who urged a site outside the city while Wheelsport Motorcycle Club offered to organize supervise and fund operations. Separately resident James Ollila urged stronger action on roaming dogs and city officials pledged patrols and enforcement with fines and potential jail for dog control violations.

Premier Lon Nol announced a new military government to halt perceived democracy driven chaos and avert defeat. He said groups and fifth column elements threaten the nation and that legislative powers have been temporarily assumed by the executive.
Sales tax in Douglas County including the half cent city levy rose by 39 926 06 from the previous year. September 1971 collections totaled 303 958 15 versus 264 032 09 in September 1970. The fiscal year to date shows a 62 209 31 increase over last year. Other counties report gains with Leavenworth Johnson Franklin and Jefferson posting higher totals and dollar increases.
Kansas University students vote on class and Student Senate offices and a preferential Student Activity fee election. Eby retired secretary manager of the Lawrence Savings Association will receive the 33rd degree the highest honor in Scottish Rite Masonry at the state session in Wichita on November 13. He joined the organization in 1944 and has long been active in community and Masonic work. Also honored were Dr Marion R Smith and Theron R Clark with Knights Commander of the Court of Honor.
Jack Simmons aged 56 from Dodge City Kansas died when his car collided with a truck two miles east of Plains on U S 54 Tuesday night, according to the highway patrol report.
A Missouri Pacific freight train derailed at a crossing in southeast Houston. An initial small chemical tank car explosion drew responders, followed by a larger blast that killed Thurston J. Hathaway Jr. and injured 38 people including firemen and bystanders. Flames reached 200 feet. a fire truck and vehicles were destroyed. Fire officials could not identify the chemicals.
The Vatican Pontifical Commission on Justice and Peace accused unilateral U S monetary moves harming developing nations and urged the World Synod to back conscientious objectors. It urged understanding for those who refuse armed conflict and condemned colonialism racial discrimination especially in South Africa and rising armaments as another major theme at the bishops meeting.
