Manila October 17 Secretary Taft was entertained at luncheon today by Major General Leonard Wood. He is not inclined to discuss Philippine issues until after the official banquet Monday next. American papers here call for a prompt announcement of policy and say Taft evaded any positive statements yesterday.
Jefferson City October 17 Attorney General Hadley issued an opinion finding the Missouri railroad board has authority to lower rates charged by express companies. The ruling grants the board power to regulate and reduce express charges under existing statutes.
