President Eisenhower argues in broad terms that streamlined, businesslike practices are essential to managing the federal government. He calls for efficiency, standard procedures, and accountability across agencies to meet national needs.
Dwight D. Eisenhower urged Republicans to adopt ordinary business methods in government during a Casper Wyoming airport stop. He blasted what he called the whole hog theory and blamed 59 separate bureaus for mismanaging Western resources. He urged “woodshed honesty,” teamwork, and asked supporters to recruit 30 voters to back his crusade before the November 4 election as his caravan moved to Cheyenne Tulsa and New Orleans.
President Truman, returning from a cross country campaign, announced a rapid three day swing through New England beginning Thursday. He will visit five states Connecticut Massachusetts New Hampshire Rhode Island and New York for a total of 77 electoral votes and will deliver luncheon and evening speeches in Hartford Manchester and Boston.
Nixon plans no disclosure of income tax returns or further comment on his finances. Press secretary James Bassett says the issue is closed, though Nixon will address gay Stevenson's role in the Hiss case during a nationwide radio and TV speech at 7 p.m. CST on CBS and ABC networks.
Kyunghyang Shinmoon reported that Colonel Chang, commander of a Red artillery regiment, surrendered to a South Korean patrol near Pusan last week. The officer cited fear of purge against former Chinese Nationalist officers and described the desertion as one of the highest ranking defections from the Red side since the war began 27 months ago.
Chinese troops attempted to blast a hole in Allied lines on White Horse Mountain with satchel charges and banga lore torpedoes. South Korean forces repelled the assault as ground fighting continued with heavy casualties on the Chinese side and firm Allied control of the crest. Air operations matched the pace with 412 sorties, B-29s pounding Red concentrations and MiG-15 clashes resulting in four planes destroyed.
About 16 000 visitors viewed a three day pageant reenacting the signing of the 1867 peace treaty with the Indians. Hundreds of Indians and local residents from Medicine Lodge joined the performances in bright costumes.
About 6,000 farm boys from across the nation are expected for the annual Future Farmers of America Convention opening Monday. The four day program includes discussions of agricultural problems, honors for outstanding members, and a tour of Kansas City. A national public speaking contest among five regional winners will highlight the opening session.
Russia says a U S B29 bombed Soviet fighters over the Far East on Oct 7 near Yuri Island in the Kuriles. Moscow says the bomber disappeared toward the sea after Soviet fighters returned fire. U S Air Force says the missing plane had eight crew and showed no guns or gunners.
The University of Kansas Bureau of Business Research notes Kansas households grew wealthier in 1951 with total personal income at 2847 million, up 1½ percent from 1950 and marking six straight years above two billion. Manufacturing payrolls surged 47 percent from 1950 to 1951, yet agricultural income fell 17 percent. Real floods helped blunt gains, and per capita income reached 1460 dollars, up 8½ percent, still behind the national average. Kansas ranked 27th among states.
Brig. Gen. Joe Nickell, state Selective Service Director, announced a December draft call of 464 Kansas residents, smaller than the 522 called in November. The action affects eligible men statewide as the draft cycle continues.
The Supreme Court refused a hearing for Julius and Ethel Rosenberg, upholding their conviction and death sentence for passing atomic secrets to Russia. Britain will not pay Iran 20 million pounds as an initial step toward an oil settlement. An official source says Britain expects American backing in rejecting Mossadegh terms. Mossadegh had asked for payment by Tuesday and offered negotiation from Tehran. A Foreign Office spokesman said an official reply is hoped for Tuesday. New undisclosed factors may appear in the reply.
Springfield reports campaign manager Wilson Wyatt says Democrats believe Eisenhower on the run and will win with a surge from independent voters. Advisors echo the view with support from Sen. Fulbright and labor chief Tobin, as Stevenson mounts a Texas stop promoting a you never had it so good theme.
Four men including a retired army general were arrested in Tehran on Monday on charges of plotting to overthrow Premier Mohammed Mossadegh. The plan allegedly targeted bringing in Fazlollah Zahedi as premier, with Zahedi reportedly under police guard at his home. The official communique hinted at foreign embassy involvement without naming a country.

Capt Eugene M English 36 officer in command of eight men in a B 29 lost near the Kurile Islands last Tuesday was nephew of Mrs Verner F Smith of Lawrence. He was son of Mr and Mrs W W Bush of Hutchinson and had visited Lawrence often. English served on detached duty from Fairchild AFB Spokane and had served in World War I. Prof and Mrs Smith spent the weekend with the Bushes in Hutchinson.
Gen Walter Bedell Smith testifies before the House Un-American Activities Committee denying broad Communist infiltration in government and saying he is morally certain some may be in the CIA. In Douglas County two separate weekend wrecks injure five, with victims taken to Lawrence Memorial Hospital and Stull area road crash leaving one driver in critical condition.
Authorities hunt a killer after grocer Gard Young 42 and three children were found beaten and stuffed in his car trunk near Chester California. Young daughter Sondra, 32, is recovering from skull fractures while a neighbor child Michael Saite, 4, also suffered injuries. About $7,100 withdrawn by Young before the attack is missing. Sheriff and district attorney expect the motive tied to the banking routine, with the injured girl held for safety as a potential witness.
Elza Stone a former Lawrence resident is set to pilot General Eisenhower’s plane on a West campaign tour. Stone, 40, a Braniff Airways chief pilot with 22 years’ experience, learned to fly in Lawrence and later moved to Dallas in 1938. He joins the GOP candidate’s staff crew aboard the lead plane with a second for newsmen. His sister Aldeene Pontius and brother Clayton Stone of the Journal-World staff reside in Lawrence, another brother Ville Stone lives in Dallas.
K U basketball coach Dr. F C Phog Allen spoke at a noon Rotary gathering at the Eldridge Hotel. About 40 out of town Rotary members attended with the Ideal club. Allen, a former district Rotary Governor, discussed the 1952 Helsinki Olympics where Kansas played and he served as assistant coach, showing a foreign made 12 piece ball used in the games.
The New York Yankees announced Casey Stengel will manage the club for at least two additional years. No signing figure was disclosed in the announcement, but reports say the contract averages around 75 000 per year. Stengel led the Yankees to a fourth World Series title by defeating the Brooklyn Dodgers.
Kansas accident records list fatalities in the last 48 hours. From the year to date totals 420 are recorded, with the same period last year showing 456.
Forty seven U S F 4G Thunderjets flew from Midway Island to Northern Japan in a 2500 mile water flight. Led by Col Donald J M Blankeslee the squadron averaged about 460 mph in six hours and two minutes. Twenty eight more arrive Tuesday as the 27th Fighter Escort Wing replaces the 31st on Japan air defense duty. B29 tankers were unable to refuel over the Pacific.
Lawrence City Clerk Harold Fisher eyes a record voter total ahead of the November 4 general election. With registration doors open late and the city’s 14 township precincts automatic for many, the goal tops 12,000 while current eligible voters hover near 10,400. The 1948 record stood at 11,535, aided by the U S presidential race and a Prohibition question. Registration ends October 24, and books close at 10 pm that day. Residents who voted in November 1950 and haven’t changed precincts are already registered. Fisher urges in person visits to City Hall for signups and checks.
Eighty six employees from thirteen firms have signed up to donate at the Red Cross Bloodmobile visit on October 29 and 31. Recruitment continues through the Red Cross and firms yet to respond are asked to contact the Red Cross office for arrangements. A total of 400 donors are needed for both days.
W David Earl Walls entered New Albany Indiana Monday seeking refuge in the town he reportedly fled years ago after robbing a bank. He planned to head toward Leavenworth Kansas by Tuesday. Police Captain Edgde Dale said Walls surrendered explaining he did not want to cause more trouble to his family or others. Records show Walls fled from Leavenworth honor farm and had been drifting across the country.
Ernest Pontius, Journal-World Advertising manager, was elected vice president of the Kansas Daily Advertising Managers Association at a semi annual meeting at the Town House Hotel in Kansas City. Other officers named include Ro bert J. Peele of Topeka as president and J. M. Barrett of Clay Center as first district board member with Don Shipman of Ottawa and E. Ward of Pittsburgh in other posts. R. A. Thompson of El Dorado serves fourth district, Bill King of Pratt fifth district, and George Kelley of Salina sixth district.
