Shanghai hears reports that a monarchy has been proclaimed in Peking signaling a dramatic political shift. The rumor points to upheaval at the central government as observers seek confirmation of the change.
Ambiguous reports claim General Chang Tsai Ling has toppled the government and seeks to restore former Emperor Hsun in-Pung. In Nanking General Linhua reportedly died by suicide, altering the political balance as three American ships arrive in Shanghai with Admiral Gleaves aboard.
A Shanghai cablegram and a Peking dispatch dated October 12 state there is no indication of a Chinese government change. President Hsushih-Chang was reelected in August 1918 and inaugurated that October. The current cabinet, formed August 11, 1919, is led by Premier and War Minister General Chin Yun Peng.

Boston October 18 A request by the League of Nations Day Committee led by President Lawrence Lowell of Harvard University for all state governors to proclaim Sunday October 24 as League of Nations Day was refused by Governor Coolidge.
