Kansas braces for longer shutdown risk says Brownback aide
Kansas cannot shield residents relying on federal aid from a partial shutdown past mid November, Brownback spokeswoman says. The governor plans to juggle state funds to support programs normally funded by federal dollars, citing $430 million in cash reserves. If the shutdown continues, options must be considered. TANF aids about 19,000 Kansans and WIC assists around 70,000.

Downtown faces crowds and street closings this weekend
Organizers expect 10 000 visitors for the Mother Earth Fair at Watson Park this weekend with partial closures on Seventh Street through the park and the 600 block of Tennessee Street on Sunday evening. Massachusetts Street from 11th to 13th streets will close early Sunday for the Octoginta ride hosted by the Lawrence Bicycle Club, which also plans a 30 mile Saturday route. The Octoginta, in its 44th year, draws riders to town with events at Broken Arrow Park and South Park for longer routes. New Hampshire Street near Ninth Street will allow only southbound traffic due to hotel construction extending into the street.
