The mayor and the chancellor welcomed delegates already registered for the big convention in Kansas, jointly hosted by the city and the university. Delegates gathered as the municipal heads opened the event today.
The sixth annual Ti door Tansas Municipalities convention met at Robinson Gymnasium to discuss urban planning and administration. Mayor W. Franvisen opened sessions with remarks on organized community life, sidewalks, sewers, and fire police services while speakers from the University of Kansas and local officials addressed governance, health and road infrastructure.
The Lawrenc e survey shows municipally owned water plants outnumber privately owned 180 to 14. It notes a widow share among women over 21, moviegoer gender splits with 65 percent men, and juvenile audiences by age. Lawrence teachers receive a two day holiday to attend the meeting.
Lawrence commissioners and delegates see Knox fire truck in Kansas City showing 500 feet hose 60 gallon chemical tank 150 feet chemical hose and standard firefighting gear. The 64 horsepower engine 7 200 pound vehicle weighs 7 200 pounds and may be purchased if a satisfactory deal is reached.
London reports from Huszt Marmaros county Hungary that Austrian and German troops repelled Russian forces near Teesoe and Keros salva, driving Russians back across the Vistula. An official statement notes a sudden advance in Russian Poland surprised the Russians and that a bridge at Sandymir was captured.
Mrs Helen Stewart identified two girls Ethel Fighburn and Ruella Treker as alleged robbers. The duo is jailed in La Junta Colorado as county attorney J B Amick travels to Topeka for extradition paperwork. Sheriff Cummings plans to return them to Lawrence for trial.

War Office statement says German cruiser Caermoran and two gunboats were sunk in Kia-Chaw Hax. Japanese army has occupied the Shan-Tung railroad as far west as edin.
A robbery at an unnamed residence involved the thief stealing two gold watches and thirty dollars. The intruder searched the house, emptied a yard shed, and left the valuables in the yard. The victim identified as Jess Thornton.
The annual board meeting approved a chair in scientific agriculture at Friends University Wichita. Jesse Widnore of Whittier California and Edgar Nicholson of Richmond spoke briefly. Abigail Arin was appointed clerk and Artliner Wollum reading clerk of the committee. Reports showed a very successful year for the Society of Friends in Kansas.
The Russian General Staff reports German reinforcements on the East Prussian frontier will resist on the Vladislavov line while exploiting terrain in Teherganja region. It notes actions near Opatow and Sahdomir with an Austrian detachment defeated west of the San River and captures at Saliva near Munkateh including an artillery park and convoys.
A German dispatch reports Japanese forces have occupied Yap in the Caroline Islands, a key landmass in the Pacific. Yap lies east of the Philippines and is part of a sprawling island group once sold by Spain to Germany in 1899.

Ottawa Oct 7 Canada will raise immediately and send to the front a second expeditionary force of twenty thousand men with a 10 percent reinforcement, making twenty two thousand nine hundred or more. The second contingent will raise Canada's total at the front to over fifty thousand men. This decision was reached at a cabinet meeting last evening.
Paris reports via Havas from Petrograd that Praemysl, Austria's strongest fortress 51 miles west of Lemberg, is being bombarded by Russian heavy artillery. The damage is extensive with many houses on fire from burning shrapnel. Austrian forces failed to aid the fort and retreated to Viotslavsk.
