Alfred E Smith notes many candidates pledge economy in public affairs before elections yet few keep promises after. He cites Hoover era reconstruction as hindered by Democrats in Congress slow to take the economic crisis seriously. Only a few cooperative moments led to timely action, while party loyalties caused delay and needless squabbling.
