Secretary of State Dulles urged Republicans and Democrats to refrain from partisan foreign policy quarrels that could endanger the nation. He said both parties should avoid excessive debate in the campaign and cautioned against being drawn into partisan postures.
In Topeka Governor and Harry Darby, rival figures, said they would not personally try to influence Kansas delegates to the GOP national convention. They announced the delegation should not be handpicked and should go uninstructed, with no other political agreements beyond this. Darby aims for a place on the delegation and reelection as national committeeman, Hall denies plans beyond a possible second term, and both expect a friendly delegation for Eisenhower if he runs.
Secretary of the Navy Charles S. Thomas said the atomic submarine Nautilus is the start of the Navy's transition from steam to nuclear power after a 21 hour cruise in Long Island Sound.
Undersheriff Clinton E. Haugh identified Edward Ernest Higgins, 29, of Pueblo, born without arms, who says he drives with his feet. Higgins was charged with speeding and reckless driving after a 106 mph arrest near Colorado Springs. The car showed no special equipment, and Higgins reportedly used one foot on the steering wheel and the other for pedals.
President Eisenhower orders a National Security Council session at Camp David on Thursday, with NSC and Cabinet meetings planned in Maryland. He will travel from Gettysburg, and budget talks with Rowland Hughes follow, while White House notes no emergency prompted the session.

In New Castle Indiana CIO United Auto Workers members voted 86 to 72 to accept a Chicago negotiated contract and end a four month strike against Perfect Circle Corp. Detroit official Emil Mazey announced the result after a two and a half hour meeting. National Guard troops remained to guard against a recurrence of the October riot at the piston ring foundry where eight people were wounded.
The Soviet Union protested to Britain through Charge dAffaires Belo Khvastikov after a Foreign Office spokesman labeled Russian Premier Bulganin hypocritical on German unification. Khvastikov demanded the remark be reconsidered in a meeting with Sir Ivone Kirkpatrick, warning the relations between the two nations are at stake.
Buenos Aires Argentina reports that La Prensa the once silenced paper may be returned to its exiled owner editor Alberto Gainza Paz. Provisional President Pedro Aramburu signaled the case is resolved and promised to repair the outrage against the newspaper.

Anthony Sylvester Hodge, six months old, died in a local hospital yesterday from injuries suffered in a one car crash on U S Highway 75 south of town Saturday. He was the son of Mr and Mrs Ivan Hodge of Forbes Base.
