City lets Dread Inn project advance without HRC return

The City Commission approved the Dread Inn project despite unresolved concerns about height and mass, saying changes to rooflines and windows do not alter major characteristics. Architect Paul Werner defended the plan, noting the building remains seven stories and about 90 feet tall. Commissioners avoided sending it back to the Historic Resources Commission to dodge process controversy and focus on potential community benefits. The feasibility study shows the project would break even with seven stories but lose about 1.7 million if it were five stories. A Dec 20 HRC meeting will discuss the new design, with a January hearing possible and a $25,000 feasibility study funded by developers.
