Statewide checks of 105 sheriff offices found many blocks to public access. Clerks at Finney County and Clay County offices refused crime report copies citing non public records. The responses contradicted the Kansas Open Records Act which guarantees inspection of public records.
Kansas law makes public the salaries of teachers coaches and administrators but districts often resist disclosure. Norton school treasurer Terri Black sparked debate by copying a high school football coach contract after a stranger requested it. She said salary information is public, a point she learned early in the district.
The FBI reports a 10 percent drop in serious crimes for the first half of 1999, led by 13 percent fewer murders and double-digit declines in burglaries and auto thefts. Experts credit crime programs, community policing, and gun-control measures while noting a broad social and economic context.
Four Penn State charter buses carrying 280 students home from New York City collided in dense fog on Interstate 80 near Haven Pennsylvania. A bus driver and a student were killed. at least 106 were injured. Denise Orndorff, 23, from Chiopley, died in the crash. The wreck involved three buses and a guard rail, with others stranded or hospitalized. University President Spanier said the fog created a very thick wall as the crash occurred just after midnight.
