Knox Predicted Surprise Attack On Pearl Harbor
Washington, Nov 20—The late Navy Secretary Frank Knox predicted on January 24, 1941 that war with Japan could begin with a surprise attack on the Pacific fleet or Pearl Harbor. In a letter to Henry L. Stimson he listed six hazards including air bombing and submarine attacks, stressing aerial threats as primary. Stimson agreed on urgency of prep, noting attacks could be carried out by carrier strikes with up to 12 squadrons. Admiral Richardson testified President Roosevelt hesitated to increase fleet manpower in mid-1940, recounting White House talks on retaining ships at Pearl Harbor. He later urged moving the fleet to the west coast as a deterrent, while Roosevelt wanted Pearl Harbor kept.
