Washington reports President Roosevelt is revising the next fiscal year's budget to lower emergency spending while keeping regular departmental funds near current levels. In Topeka on November 14 officials faced a delegation of 15, representing about 15,000 unemployed, demanding wage hikes from 25 to 50 cents an hour and other WPA benefits. Evan Griffith, state WPA administrator, said progress in Kansas would aid the unemployed more than any march, noting Kansas WPA funds about 11.4 million dollars to employ 41,200 relief workers. If demands are unmet within 10 days, a hunger march could be staged. Governor Landon voiced support for relief efforts and refused to endorse the delegation’s demands.
Federal court mandate from the U S circuit court of appeals upholds six year prison terms for Frank B. Mansfield and Wilbur J. Mansfield. They must surrender within 80 days and begin serving at Leavenworth. Each was fined $23,000 for mail fraud tied to the sale of Universal Bond & Mortgage securities.
The Interstate Commerce Commission in Washington ordered class one steam railroads to separate records on freight and passenger service. From January 1 next year carriers must show how operating expenses taxes equipment rent and joint facility rents are split between the two services.
Washington reports that Attorney General Cummings ordered an investigation after London rumor claimed Capone bought fine shirts and underwear in Europe. In Scottsboro Alabama on November 14 prosecutors revived the nine Negro defendants in the 1931 mass assault case, each charged twice by a mixed grand jury. Death in the electric chair possible if convictions are upheld. defendants include Eugene Williams Roy Wright Andy Wright Willie Roberson Olen Montgomery Ozzie Powell Charlie Weems. Creed Conyers helped empanel the jury at Paint Rock nearby. Miss Ruby Bates, who recanted earlier testimony, is missing. Mrs Virginia Price testified about the March 25 1931 incident aboard a Southern railway freight car. The defendants remain in Birmingham jail.
The four miles of sanitary sewers to be built as a PWA project will start within days. Contractor C J McCoy of Emporia, with superintendent Dick Burton arriving this afternoon, has already sent three carloads of 30 and 21 inch pipe to the siding. The job will employ 60 men for 200 working days at a total cost of 63022 dollars with 45 percent funded by the federal government. Merle Wallace reports no worker requisition yet but has 97 men on the rolls for WPA or PWA and 42 additional applicants eligible for PWA work.
President Roosevelt issued a proclamation establishing the Philippine commonwealth and sent congratulations to Manuel L. Quezon, its first president. The proclamation becomes effective upon promulgation at Manila, with Secretary Dern as the president's representative. Upon promulgation, the existing Philippine government terminates and the commonwealth government assumes rights and duties under its constitution.
Sacramento November 14 The national grange announced a gain of 33000 members in the last year the addition of Texas and the best dues payments in its 69 year history. W W Deal Idaho grange master delivered resolutions to cap federal farm loan interest at 3 4 percent and bar frozen meat imports. John Morris Colorado grange master urged a central bank of issue and Congress to resume sole money power.
A half ton Wisconsin Cheddar was paraded to the White House on a float pulled by six white horses. George L. Mooney presented the tub to Marvin H. McIntyre as cameras clicked. Slices were served at the president's table and the remainder went to charity for dairy farmers.
In Tulsa on November 14 judge A A Hatch of the police court invited H B Gray, charged with drunkenness and unable to pay a fine, to Thanksgiving dinner. The judge offered to suspend the sentence if Gray bought his family a turkey, and Gray agreed, asking how he would know. The judge replied that Gray was invited to dinner.
Topeka, Nov. 14. George Robb of Salina formally assumed the office of state auditor as successor to the late Ed J. Powers. Robb posted a $10,000 bond approved by the executive council and said he would not announce names of subordinates yet. Also noted was the stock market index Average of 60 stocks at 54.7 yesterday.

A crash on U S highway 71 south of Kansas City killed Vera Quinn 32 of Kansas City and injured six others. L H Martin of Independence and J C Bernard with Elsie Hatterman of Kansas City were in the other car along with Ray Stewart Jack Hughes and David Warren of Harrisonville Missouri. Hatterman was hospitalized. others were listed as not seriously hurt. An Elks Lodge special meeting was scheduled for Thursday at 8 p m.
Prof F H Guild director of the Kansas Legislative Council discussed the social security program from the national view and the need for a Kansas state program. He noted Kansas studies steps to fit with federal law and to avoid errors of earlier state pensions while expounding rather than advocating any plan.
Pauline Ray of Brenner Heights near Kansas City Kansas will celebrate her birthday on November 19. Friends plan a postcard shower for Plucky Pauline who has been bedfast since a September 24, 1932 accident left her paralyzed from the neck down. Her postman will have a busy day as letters arrive at her Route No. 4 Brenner Heights address.
In Council Grove Kansas the Missouri Pacific motor car wreck near Bushong claimed four lives. William Wolf of Quenemo, foreman of a five man track crew, died from a skull fracture. The other victims were Albert McMurdo and Frank Tabor both 38 of Alien and Ernest Sowers 44 of Bushong. The charges are dismissed.
In New York on November 14 Magistrate A Aurelio dismissed indecency charges against five models and actresses arrested in a raid on a charity stag organized by prominent illustrators. The sign SRO hung outside Harlem court as the magistrate ruled the defendants were merely actors not guilty of obscene spectacle.
