Kansas tax changes lift forecasts but fall short of education funding needs
The Consensus Revenue Estimating Group boosted projected tax collections by 1.6 percent for this year and 1.9 percent for the next fiscal year. Yet the increases do not cover the $600 million annual rise in K-12 funding plaintiffs seek, and higher education and KPERS cuts remain. Analysts cite weaker agriculture and oil sectors, lower crop values, and declining severance tax receipts as dampeners while noting tweaks to sales and corporate taxes. Kansas officials acknowledge uncertainty over how much exempt farm and business income will boost April through June receipts as actual outcomes hinge on ongoing economic trends and year-end balances.
