Hoover Urges One Head For Defense
Former President Herbert Hoover calls for a single headed munitions administration to oversee all army and navy procurement. He wants an industrialist as head with a nonpartisan advisory board and sub directors for agriculture labor and industry. He argues the government should deliver weapons while military specifies needs and criticizes Roosevelt's figures and New Deal preparedness. Hoover warns against complacency and envisions a strong navy and flexible army with skilled reserves and air power. He cautions against mass production plans and stresses global deterrence and organized capacity.
