Gates says he would have allowed gay adults in Boy Scouts
Dallas AP Gates, new president of the Boy Scouts of America, says he would have supported allowing openly gay adults in the organization last year but opposes reopening the policy now. He notes the movement risks a permanent split if the issue is revisited, while acknowledging the prior vote allowing openly gay youths. The former CIA director, 70, also highlighted his Scout background and ongoing challenges of membership declines and public scrutiny.

Dredging Project Faces 50 Year Water Plan Costs in Kansas
State bonds will fund the John Redmond dredging over 15 years with a 1.6 million first-year payment included in Gov. Sam Brownback’s May 16 budget bill. Most funds come from the Water Plan Fund funded by water utility fees, with 75 percent of bond costs from the fund and 25 percent from fees to water customers. Western and eastern Kansas face sediment buildup in reservoirs, threatening water supply, with plan to seek public input as part of a 50-year state water vision.
