Washington May 25 UPI officials from President Truman down today evidenced a cautious and skeptical attitude toward Trygve Lie s belief that negotiations to end the cold war are possible. Lie will report to Truman and Acheson after returning to Washington next week from Europe where he conferred with Stalin and British and French officials. State Department and congressional leaders expressed doubt that Soviet concessions or a top level meeting will occur soon.

At Waton on May 25 the State Department will open a new secrecy bound inquiry into the loyalty of career diplomat John S. Service.
