Stabilizing business cycles through planned pricing
A discussion led by economists including Koeppel, tied to Hoover era policy, argues for a system of normal prices tied to actual plant capacity. The proposal envisions seasonal production and reserves to smooth demand, keep plants running steadily, and reduce unemployment by matching durable jobs with steady work. Cooperation among banks, manufacturers, and labor is required.

The piece links war causes to law and order, urges strong global cooperation, and cites an oversubscribed US treasury issue totaling 530 million dollars on 200 million issue with a 5.14 percent rate, suggesting improving money conditions and easier access to aid for industries.
