French forces announced the recapture of Arras and Abbeville as they halted German advances toward the Channel ports. Bridges across the Somme were destroyed to slow a further push, with Weygand expressing confidence in the allied defense as rain broke a German streak.
Washington May 22 A 1 458 000 000 navy appropriation bill approved by the appropriations committee heads to the senate as part of a larger army supply package. The measure adds 472 000 000 in direct appropriations and contract authority, funding emergency naval expansion, air bases, and personnel increases. The debate includes foreign sales of planes and presidential authority over emergency army funds.
Parliament rushed a sweeping emergency powers bill to authorize government control of labor and wealth, with 100 percent excess profits tax and immediate government control of munitions factories. Attlee said the crisis requires extraordinary measures to mobilize all resources for victory over Germany.
