ANC breaks off talks on reform with South Africa
The African National Congress says it will not discuss a new constitution with the government until progress ends black faction violence that has killed about 800 people this year. Alfred Nzo announced planned consumer boycott, general strike, and demonstrations to protest the violence, which is linked to Inkatha.
