Washington May 18 The Office of Defense Transportation considered a proposal to have military planes fly the mail and other nonrail transportation if a nationwide walkout by 250000 engineers and trainmen paralyzed the rail system. A government conference with war and navy officials and rail unions weighed use of air, water, highway carriers and military assets to haul the nation’s freight and passengers. Officials cautioned no decision was reached and tensions rose at ODT headquarters as the strike loomed.
