Bush energy plan seeks to expand power output and open lands
The plan, drafted by a Cheney-led task force, envisions at least 1,300 new electric plants, expanded nuclear use, and federal power to compel sale of private land for transmission lines. It would open parts of the Arctic National Wildlife Refuge to oil and gas, boost coal and alternative fuels, and extend conservation efforts.
